Cemal Eskender Mehmud was born in 1965 in Bani Binoki village on the foothills of Mount Suren, in the Xurmal area. He studied through the intermediate level. Because his father and entire family had joined the Peshmerga in the September Revolution and, after its defeat, continued their Kurdish national struggle without surrendering their weapons, on the border between Iran and Iraq on 1 February 1976 all the children and women of the family were arrested by the Iraqi regime of that time and imprisoned in Nasiriyah prison until 3 August 1978.
In 1979 he became a Peshmerga in his father Eskender Mahmudi’s detachment, which belonged to his uncle martyr Ebubekir Bani Binoki’s battalion and to the Suren force of the Darbandikhan Regional Committee, Sector Four, of the Kurdistan Democratic Party; at that time Mullah Omeri Bani Binok was commander of the force.

On 3 August 1982, he went with a group of his comrades to Seyid Sadiq district to carry out a partisan operation. On their return, at the forcibly established settlement of Shaneri, they fell into an ambush by Jash and soldiers of the Baathist regime.
